Taxation is fundamental to democracy and the realization of human rights. It determines how states mobilize the resources needed to provide quality public services, reduce inequality, and fulfil their human rights obligations. More than an economic policy, taxation shapes the relationship between citizens and the state through questions of participation, accountability, justice, and sovereignty.

The youth-led protests in Kenya during 2024 and 2025 showed that fiscal policy is not simply a technical issue, it is a democratic one. As negotiations continue on the United Nations Framework Convention on International Tax Cooperation, there is a historic opportunity to build a more inclusive, equitable, and rights-based framework for global tax governance.

Together with Youth for Tax Justice Network and Amnesty International Kenya, POLIFA invites young people, students, researchers, civil society organizations, and other stakeholders to join a dialogue on taxation, democracy, and human rights.

The workshop will feature expert presentations on the UN Tax Convention and human rights, followed by interactive discussions where participants will develop youth-led recommendations to contribute to the ongoing UN negotiations.

  • Introduce participants to the UN Tax Convention negotiations.
  • Examine the links between taxation, constitutional obligations, and international human rights law.
  • Strengthen youth participation in national and international tax governance.
  • Co-create recommendations to inform the UN Tax Convention negotiations.
